Update on FCC Rule
Dear Supporters of Milton Access TV,
Last month, I wrote to you about a proposed rule that the Federal Communications Commission is considering, that if passed would severely defund local community television, and inhibit municipalities’ control over franchise agreements with the cable providers. Since last month, there has been some movement on this proposed rule.
On October 15th, the Further Notice of Proposed Rule Making (“FNPRM”) on cable franchise obligations was filed in the federal register. This means that there are 30 days to file comments in opposition so that those comments will be included in the appeals process. That deadline is November 14th at 11:59pm. Milton Access TV, along with The Alliance for Community Media, (ACM), the National Association of Telecommunications Officers and Advisors (NATOA), the Massachusetts Municipal Association (MMA) and many other public access centers and local franchising authorities have filed comments in opposition to the proposed rule. Senator Markey organized some of his colleagues to sign on to a letter of opposition as well. All above mentioned associations filed opposition comments so that we may appeal this rule if it goes into effect.
I am asking you to write to us with comments of support for Milton Access TV, so that I may submit these comments along with the opposition filing to the FCC.

FCC’S ACTIONS PUT FUTURE OF COMMUNITY MEDIA IN JEOPARDY
The FCC is proposing to rule that all “In-Kind” cable franchise obligations other than PEG capital costs and build-out requirements are a “franchise fee” under the Cable Act and thus count against the 5% franchise fee cap. The FCC would define “In-Kind” contributions so broadly as to undermine the Cable Act’s intent to provide franchise fees to communities for use of public rights of way. Any non-monetary benefit could conceivably be charged back against franchise fees – from backhaul services, to electronic program guides, to the value of PEG channel capacity itself. The charge backs would be at fair market value as determined by the cable industry, so we believe in some areas franchise fees might be eliminated in their entirety.
What does this mean for Milton Access TV?
Comcast and RCN could charge back in kind services against the franchise fee, which is how we are funded. What can they charge for? The cost of running our 3 channels from Milton to the Comcast head end? The cost of maintenance? Service calls? 24 hour monitoring and technical support? The use of the I-NET? and the list could go on. This could cut our budget significantly, or even completely eliminate it.

In observance of Veterans Day
the MATV studio and office will be closed on Monday, November 12th.
In observance of Thanksgiving,
the office and studio will close at 1pm on Wednesday, November 21st, and remain closed Thursday, November
22nd and Friday, November 23rd. We will re-open for normal business at 9am on Monday, November 26th.

Postseason MHS Football
The Wildcats are in the playoff hunt!
Milton Access TV will cover all Milton High Football postseason games (as governing body rights permit) including the Thanksgiving Day game against the Braintree Wamps, to be rebroadcast 7 days a week at 7pm on the Education channel (Comcast 22/RCN 15) beginning the week after the game is played. (Thanksgiving Day game will be broadcast beginning Nov. 30th.) The games will not be available OnDemand per request of the schools, but the Education channel can be viewed live any time at the following URL: http://milton.vod.castus.tv/vod/?live=ch3&nav=live

Post Production
Learn the basics of Adobe Premiere, including how to open and save projects, use transitions and effects, mix audio, and create basic graphics. Participants will also learn to cut clips together and learn some editing terminology.
Wednesday November 14th 6pm – 7pm
This class is limited to 6 people. Participants must have taken an orientation class.
This class is open to ages 15+.

The Eustis Estate recently hosted a pair of classically trained musicians who gave a fun take on favorite songs from around the globe. The performance, “Music from Around the World,” elevated pop and folk standards from a number of countries in arrangements that are sure to surprise and entertain. Check out this intimate and lighthearted concert when it airs at 6:30 p.m. during Music Thursday on the Public channel (Comcast 9/RCN 13).
Pulitzer Prize-winning writer Eileen McNamara’s new book, “Eunice: The Kennedy Who Changed the World,” explores the premise that Eunice Kennedy Shriver left the greatest legacy of any of her well-known siblings, having pioneered many rights for those with disabilities, and famously founding the Special Olympics. The author recently spoke at the Milton Public Library about her new work, and that presentation is currently airing during the Monday Forum at 6:30 p.m. on the Public channel.
Lisa Tavakoli, who is an expert on tea, returned to the library with her newest presentation, “Tea Gowns, Tea Gardens and The Tango: Early 20th Century Tea in England Pre-World War II,” explaining how tea was entwined with the British culture during both world wars, helping people cope and maintain a sense of civility. Tune in to the Public channel during the Monday Forum at 5 p.m. for this talk about one of the world’s favorite beverages.
The Fuller Talks panelists said before taping this month’s show that they were going to have to “wing it” because they had to keep scrapping their lineup of topics due to pace of the news coming out during this runup to the 2018 midterm elections. Add in the recently-completed Special Town Meeting, and you’ve got a recipe for a political talk show that hits fast and hard. Hear what Pearl, Frank and Tara have to say at 11:30 a.m. on Friday, Saturday and Sunday as well as Wednesday evenings at 7:30 p.m., all on the Public channel.

The statewide ballot question on hospital nurse staffing is up for discussion on a new episode of “My Town Matters,” as Beth Israel Deaconess Hospital-Milton Director of Critical Care and Emergency Medicine Dan Nadworny joins host Frank Schroth to give the hospital’s perspective on this hot-button topic. Paranormal expert, author, and TV host and writer Jeff Belanger recently dropped by the Milton Public Library to speak about his ghost-hunting adventures around the globe in a presentation titled “Ghosts and Legends.” In this spooky talk, the speaker shares some of his most interesting investigations, tidbits about his own background and how he got into this profession, as well as interesting folklore from around the world. Get into the Halloween spirit when this program airs during the Monday Forum at 8 p.m. on the Public channel.
Courtney Dolan and Jed Dolan, of Dolan Funeral Home, recently visited the Council on Aging for an interactive discussion about the importance of pre-planning for the end of life. It’s not a subject that anyone likes to talk about, but doing so is something that makes things much easier on family members and helps things go according to one’s wishes. This informational session is currently airing on the Public channel at 10:30 a.m. on Thursday mornings.
Prepare for the upcoming Special Town Meeting with an article-by-article overview discussion between Town Moderator Bob Hiss and Warrant Committee Chair George Ashur. The two town leaders recently stopped by the MATV studio to go over the Warrant and put into plain English the items that are up for a vote this October 22. Turn your TV set to the Government channel (Comcast 8/RCN 3) at 7 p.m., seven days a week to get up to speed in under an hour.
Author and Columbia Journalism School professor Alexis Clark recently sat down for a live interview at the Milton Art Center to discuss her new book, “Enemies in Love: A German POW, a Black Nurse and an Unlikely Romance.” One half of the couple that is the focus of the study, Elinor Powell, grew up in Milton before leaving to serve as a nurse in WWII. Tune in for this fascinating talk with a local connection when it airs during the Monday Forum at 6:30 p.m. on the Public channel (Comcast 9/RCN 13).
Part II of Curry College History and Politics Professor Emeritus John Hill’s “Contemporary Issues in Historical Perspective” lecture series at Fuller Village focuses on the time between post-Revolution America and World War I. Delve beyond the conventional wisdom on such developments as the shaping of the nations of Latin America, establishing trade connections in the Philippines and the countries of the East, and expansion of the footprint and influence of the United States across the globe, as this talk airs during the Monday Forum at 5 p.m. on the Public channel.
Gigi Giraffe is spooktacular for Halloween! Dress up and come trick-or-treating with the gang on a new episode of “Actin’ Up with Mel and Gigi Giraffe” that is all orange and black socks, witches and vampires, and candy corn and cauldrons. Brush up on some seasonal sign language, and also take a trip to Russia, when this program airs seven days a week at 3:30 p.m., and Monday through Thursday at 7:30 a.m., all on the Public channel.
Tony Neves, an accomplished finger-style guitarist, singer-songwriter, as well as an interpreter of folk rock, blues, and early jazz standards, is the featured artist at this month’s MAC Open Mic, sharing his songs both new and old. Tune in during Music Thursday at 8 p.m. on the Public channel to check out this act, along with all your favorite monthly regulars.
Modern parents are wrestling with how to to deal with the fact that kids are spending more and more time looking at screens and not interacting in real-life situations. The Milton High School Guidance Department recently hosted Jane Hardin as the first guest presenter in this school year’s PARENT speaker series, for a talk titled “Social-Emotional Learning in the Home.” Hear about the research on this important topic from an expert in the field, as well as get practical parenting advice. Tune in for the talk during the Monday Forum at 8 p.m. on the Public channel (Comcast 9/RCN 13).
This month on “Fuller Talks,” the panel weighs the cost-benefit of building a new youth center versus creatively using existing spaces, discusses the possibility of the town shifting its top financial officer position from one that it directly elected to one that is appointed by town officials, raises questions about aging infrastructure in light of the gas line explosions in Lawrence and surrounding towns, reports on an aquatic invasion by aggressive Canadian crabs, as well as looks at other topics. This program is currently airing at 11:30 a.m. on Friday, Saturday and Sunday as well as Wednesday evenings at 7:30 p.m., all on the Public channel.
Dr. Bobbi Wegner, a clinical psychologist and columnist in the Milton Times, is the guest on a new episode of “Broad Appeal,” where she talks about her expertise in stress-reduction for parents, as well as the many outlets she pursues in her career such as clinical duties, speaking engagements, writing and more. There are lots of useful tips for those out there with kids, so take a look when this new episode airs Tuesdays at 8 p.m. and Thursdays at 9 a.m. on the Public channel
Porches and verandas all around town were transformed into stages on a recent Saturday afternoon, as the Milton Porchfest saw families strolling through the streets and taking in the live music at many different locations. MATV cameras captured some of the action, and you can take a look yourself as some highlights from the Milton Porchfest 2018 are broadcast on Thursday evenings at 6 p.m. on the Public channel.
Chris Cartier is the guest co-host on a new installment of our movie review show, “Reel Talk with Eileen Maher.” On the table for discussion this time from the box office are Spike Lee’s “Blakkklansman,” giant shark-centric thriller “The Meg,” uncanny documentary story of the reunification of triplets separated at birth “Three Identical Strangers,” and on DVD and streaming services, the free-for-all comedy “Tag.” Get the scoop on these flicks when this show airs at Friday, Saturday and Sunday nights at 8 p.m. on the Public channel (Comcast 9/RCN 13).
For all the singers out there, “Talk of the Town” host Brian Kelley took a trip over to a rehearsal of the Quincy Choral Society (which has lots of Milton members) to talk to their music director Joshua Rohde about his background, what it’s like to be a member of the society, as well as what to expect from the upcoming season. Also check out some behind-the-scenes footage of a QCS rehearsal in this new episode that is currently airing Friday, Saturday and Sunday nights at 9 p.m. on the Public channel.
Chef Connie Spiros is cooking up three easy weeknight meals on “Meet Me in the Kitchen” this month. A creamy vegetable and fish stew made with mustard and dill, super simple chicken tacos with beans, tomato and sour cream, and a versatile and fresh shrimp-artichoke dish are all on the just-home-from-work menu. Check out this new episode that is currently airing on the Public channel on Tuesday mornings at 11 a.m. and all weekend long at 7 p.m.
