Legislative Update

The following message was sent out on Thursday, June 28, by MassAccess (the Massachusetts association of public media stations, of which MATV is a member) regarding the passage that same day of Massachusetts Senate Bill S. 2257, An Act to Support Community Access Television. The main purpose of the bill is to give public access stations High-Definition channels, as well as to be able to list their individual programs on the electronic program guide that appears on household televisions. The bill must now be passed by the Massachusetts House of Representatives and signed by the governor to become law.

UPDATE – June 28, 2018 BOSTON – Community Media Channels in Massachusetts are one step closer to reaching parity with other cable offerings today after the Senate voted in favor ofS. 2257,  An Act to Support Community Access Television. Sponsored by Sen. John Keenan, the bill provides local cable channels the ability to broadcast in high-definition and have individual shows and offerings listed on program guides. The bill is supported by MassAccess, a membership-based advocacy group representative of community media organizations in Massachusetts. “We are grateful to the Senate for moving this legislation forward that will help preserve and protect our local cable centers in Massachusetts,” said Melinda Garfield, Executive Director of Westwood Media Center and MassAccess President. “In a world where media production has become global, the community media center has stayed true to its local roots…all while continuing to embrace emerging technology. This is what community media centers do.” Local cable television channels, often called “PEG channels” to correspond with the mission of public, educational or government access, provide a valuable public service to the community. There are over 200 local access cable TV centers in Massachusetts, the highest concentration of media centers in the country.Local Access TV is the last hyper-local outlet for citizens, providing access to municipal meetings and providing transparency in local government. Channels provide local notices and information for citizens and residents. Additionally, individual centers provide educational and media literacy training, while serving as community hubs and centers and a training ground for students who want to pursue careers in TV and film. The original bills put forward by Senator John Keenan and Representative Ruth Balser have 80 co-signers in the House and Senate and more than half of Massachusetts Senators signed on to a letter to Ways and Means ChairSenator Karen Spilka earlier this month, asking her to advance the bill. The bill now goes to the House for consideration. If passed by the Legislature, the bill would be the first of its kind to be successful in the country, positioning Massachusetts as a leader. Senator Michael J. Barrett of Middlesex County: I want to thank the gentleman for bringing this bill forward. I’m the chair of TUE (Joint Committee on Telecommunications, Utilities & Energy). The House chair and I have a common interest because Chelmsford cable came to both of us. We were pleased to get this out of TUE. Here’s what is at stake. My constituents keep their channel guides within high def. We don’t wander any more off the high def menu. So my constituents and I simply never see what community access has to offer. We don’t even get that far. What we’re voting on this afternoon is to ensure that program listings show up. I think community access has dropped from the radar screen when we fail to see it high def. It’s critical that we see it among the other programming choices. 21 co-sponsors of this bill and what is at stake is the very question of access to the programming.

Orientation

Want to know how to get started at MATV?
Come learn about all the different opportunities MATV has to offer.
This class is a prerequisite for all MATV classes.

Summer Orientation Dates:
Wednesday July 18th 6pm – 7pm
Wednesday August 15th 6pm – 7pm

Field Production

This workshop will focus on the Canon XA20, learning how to properly set up a tripod and mount the camera, and different audio recording options. Upon completion of this class, you will be able to check out field equipment and volunteer to help cover events!

Thursday, July 26th, 6-7pm. 

This class is limited to 8 people. Participants must have taken an orientation class.
This class is open to ages 15+.

Post Production

Learn the basics of Adobe Premiere, including how to open and save projects, use transitions and effects, mix audio, and create basic graphics. Participants will also learn to cut clips together and learn some editing terminology.

Thursday, August 23rd, 6-7pm. 

This class is limited to 6 people. Participants must have taken an orientation class.
This class is open to ages 15+.

Most residents have seen coyotes trotting down their street, but many people do not have the facts about this suburban resident animal. The Friends of South Shore Wildlife recently invited coyote expert Jonathan Way to give a presentation at the Public Library covering important facts about coyotes, including statistics on safety, research on biology and tracking of the animal’s habits. Runners circled the town in the annual Milton Road Race, in both the 5K and the 10K. Resident and author Tara Cousineau recently spoke at the Milton Public Library about her book, “The Kindness Cure,” exploring the idea of the power of kindness in our society and lives, the reasons why it may be lacking, and the ways in which it can improve things. The Quincy Choral Society recently performed Carl Orff’s scenic cantata “Carmina Burana” at St. Mary of the Hills Church for its spring concert. Featuring the voices of a number of Milton residents, as well as orchestral accompaniment and members of the South Shore Children’s Chorus Intermediate Choir, this QCS show is currently airing Tuesday evenings at 8:30 p.m. on the Public channel.

This talk from Blue Hills Bank’s Julie Beckham, titled “Protecting Your Money,” covered ideas like what kinds of life events, or even times of the day, may make seniors targets, as well as how to recognize scams and protect against them. The walk relay, the bike relay and the swim competition together comprise the first annual Fuller Village Triathlon. Five teams of athletes competed for the inaugural crown this spring, zipping around the grounds at Fuller in this friendly and feel-good competition. This year’s keynote speaker was Master Chief Petty Officer, U.S. Navy and Command Master Chief at the U.S. Naval War College, Craig R. Cole. As it does every year, the Milton Rotary Club brought the best of Milton High School’s jazz and big band-style musical talent to the residents of Fuller Village for the annual Rotary Pops Concert.
